This updates deeds for U36: Renewal of Gondor, and enables manually checking “below level” deeds.

- Added U36: Renewal of Gondor deeds.
- Landscape Difficulty deeds are now marked “Not Actively Available”.
Enhancements:
- Deeds with a max level below the character’s level can now be manually marked completed.
- Removed “difficulty server” option, as all servers now have this feature.
